'"Delta 88'" - Early Chicago traffic car which appeared in several game screenshots and on the box art but was removed very early on in development. Oddly, in spite of its presence on the game's box art it never appeared in any of the game's trailers.
Coupe
"Buick Skylark" - Early version of the "GSX" secret car with completely different front end. Oddly the vehicle's preview image is unchanged even in the final version of the game.
Muscle Car
"International 4000-Series Semi" - Vehicle that appeared as main vehicle in the PAL release of the game and took up the slot used by the armored car in the final game. The reason for its removal isn't fully understood but it is likely due to the fact that the vehicle is undrivable as the rear wheels are 2D don't seem to interact correctly with the ground.
Utility
"Police Cruiser" - Early version of the Chicago police cruiser which appears in the game's preview image in the pre-release version of the game. Oddly, like the secret car, this vehicle seems to have been changed early on in the game's development.
Sedan
"Firebird" - This is another very early traffic car that only appears in the first gameplay trailer of Chicago as seemingly the only traffic car at the time. This vehicle, like the "Delta 88" was removed very early on and no remains seem to exist of it any recovered early builds of the game.
Muscle Car
"Fire Engine" - This is a case similar to the police cruiser and the secret car where the texture was changed early on but the in-game preview is still that of the early version. Unlike the other two this vehicle actually appears in one of the game's first trailers.
Fire Truck
'"School Bus'" - Unlike the previous three retextures, this vehicle's in-game thumbnail was oddly updated to the new texture. Just the fire engine and "Firebird", this vehicle also appears in the first gameplay trailer for Chicago. Like the others, the textures of this vehicle don't appear even in the earliest recovered builds of the game.

"Patrulla Cruiser" (Demo) - The earliest known version of the Patrulla cruiser which appears in the game's demo. Notice the entirely different front end and different hood scoops. This texture appeared only in the demo and was replaced with an updated version of the same texture later on.
Sedan
"Patrulla Cruiser" (Multiplayer) - The updated version of the texture seen in the demo featuring new shaders, new single hood scoop, and new black windows. Oddly though, the damage textures were never finished and as such are broken in-game. This texture still exists in the final version of the game in the multiplayer levels of Havana and can be spawned with the use of cheat codes.
Sedan
"Box Truck" - The box truck in the demo version of the game presented a canvas covered rear as opposed to the metal box seen in the final game. Oddly in the demo the vehicle lacked wheels and presented the typical grey windows seen on almost all cars in the demo. In the multiplayer levels of the final game, the vehicle still appears but with proper wheels and new black windows.
Utility
"Pickup" (Green Color Scheme) - In the PAL version of the game and in the multiplayer levels of the final game, a green color scheme was featured in place of the dark grey color scheme. Oddly, all versions of the pickup that are not blue in the PAL version appear with a glitched rear end and glitched rear glass and in the multiplayer levels appear as a nightmarish buggy mess.
Utlity
"Pickup" (Silver Color Scheme) - In the PAL version of the game and in the multiplayer levels of the final game, a silver color scheme was featured in place in the unused purple scheme in the final version of the game. This scheme as opposed to the green version, not only featured a bugged rear end but also presented unfinished shaders on the front end (fenders lack proper lighting). This scheme is unused in the PAL version and multiplayer levels and can only be spawned with cheat codes.
Utility
"Styleline" (Ice Blue Color Scheme) - In the demo version of the game the "Styleline" featured an ice blue color scheme in place of the rich blue color scheme of the PAL version and the final game. Notice the bugged front end on the left side of the vehicle which the bumper is oddly blue and the body is grey for some reason.
Sedan
"Styleline" (Silver Color Scheme) - In the demo version of the game the "Styleline" featured a silver color scheme which was replaced later by the almost unused grey color scheme. Oddly enough this vehicle would actually spawn in traffic meaning it is the only color scheme that is supposed to be unused (grey/silver for Havana cars) that actually appears in traffic. Notice that this vehicle also presents the bugged front end found on all versions of the "Styleline".

UNUSED AND CUT VEHICLES
"Lincoln" - This vehicle appears in only a handful of early screenshots of Las Vegas and was completely removed from the game before any build featuring it was seemingly put on a disc. Notice that the vehicle features the grey windows found on very early development vehicles.
Sedan
"Police Cruiser" (Earliest Version) - The original version of the Vegas police car can still be seen in the final game's preview image for the police car. Notice the different front end and completely different headlights. Unfortunately not much remains of this version expect for some bits and pieces found in the PAL version's texture file.
Sedan
"Police Cruiser" (PAL Version) - The second known version of the Vegas police car found in the nighttime multiplayer levels of Vegas in the PAL version of the game. Oddly this vehicle's texture was never finished as the windshield was simply a black placeholder and many elements were reused from the early version of the texture. Interestingly the vehicle's damage textures are broken as the early version damage textures simply refused to work with the new parts of the texture.
Sedan
"Satellite" - The "Satellite" was another vehicle that was found inside the multiplayer levels of the PAL version and had gone missing for over 19 years. Interestingly, the "Challenger" does not appear in the multiplayer levels as the "Satellite" takes up its spot, meaning that the "Challenger" replaced the "Satellite" at some point before the PAL version was created. Oddly it only appears in yellow as the other color schemes appear to be broken or simply unfinished.

"Mercedes" (Early Version) - This version of the "Mercedes" appeared in the early gameplay trailers of Driver 2 and in the intro footage of the Driver 2 demo. Notice the different grille and the extra signal lights below the headlights. Unfortunately nothing seems to remain of the original texture and the in-game thumbnail was oddly updated, meaning the only thing left of it is the screenshots of it in the early trailer footage.
Coupe
"C-10" - The "C-10" was the earliest version of the Rio pickup and was retextured early on into the "Ramcharger." The vehicle only briefly appears in some of the early game trailers and the intro footage of the Driver 2 demo. Unfortunately nothing seems to remain of this texture and all that remains of the vehicle is merely the screenshots of it.
Pickup
"T-Bird" (Slightly Darker Grey Color Scheme) - The existence of this color scheme is very bizarre as there really does not seem to be a reason for it existing. The difference between it and the slightly lighter grey color scheme is merely being a shade darker. Interestingly, this color scheme was not removed entirely and simply is an unused color scheme that can be spawned with the use of cheat codes.
Coupe
"C-Series"(Multiplayer Version) - The multiplayer version of the "C-Series" is a very odd vehicle as the body is clearly too small for the chassis. The reason for this is unknown as it may simply be a glitch or could imply the vehicle was going to be much smaller originally. This vehicle appears hidden in the files of the multiplayer levels of Rio and can only be spawned with the use of cheat codes.
